Delegation transport in Dubai comes down to five things settled a week before arrival: a passenger manifest with flights and seniority, a car plan (principal’s car, staff cars, a luggage van and a spare), the airport meet, the hotel arrival order, and one named person who can change the plan. Everything else follows from those. Our corporate chauffeur service runs delegation programmes from a single brief.

Delegations are some of the most detailed jobs on our dispatch board, whether it’s a visiting board, a trade mission or a family office. The checklist below is the one our dispatch team works from.

The delegation transport checklist

Work through it in this order. Each step depends on the one before.

Two weeks before arrival

  1. Build the manifest. Full names as printed in passports, titles, mobile numbers, flight numbers, arrival terminal, hotel and departure flights.
  2. Rank the passengers. Who is the principal, who travels with the principal, who is staff. This decides seating and car allocation.
  3. Count the luggage. Ask, don’t guess. Delegations travel with gift boxes, display material and garment bags on top of suitcases.
  4. Name the change owner. One person on your side, usually the chief of staff or EA, who can approve changes on the day.
  5. Confirm the car plan and budget. Include a spare car. The cost of a spare is small next to a principal waiting on a kerb.

Three days before

  1. Send the programme. Every movement with time, pickup point, destination and which passengers ride in which car.
  2. Agree the name boards. How each name is written, and whether the board shows the person’s name, the organisation or a code name.
  3. Share hotel contacts. Our dispatcher calls the hotel’s front office to coordinate the arrival.

Arrival day

  1. Track the flights. We watch every arriving flight and adjust pickups; waiting at the airport is free for 45–60 minutes after landing.
  2. Run the airport meet. Chauffeurs in arrivals with name boards; luggage goes to the van, passengers to their cars.
  3. Move in convoy order. Cars leave together and arrive in the agreed order.

During the visit

  1. Hold a daily confirmation. Each evening, confirm the next day’s movements in writing. It catches most errors before they happen.

How should the airport arrival work at DXB?

The arrival sets the tone for the whole visit, and it has more moving parts than people expect.

At Dubai International, principals can use Al Majlis, the Dubai Airports VIP service at Terminal 3, which handles check-in, immigration and baggage formalities in private lounges. For the rest of the delegation, an airport meet and assist service speeds them through; our comparison of Marhaba versus a private meet and greet explains who does what. Delegations on private aircraft need a different plan again, covered in our private jet transfer service.

Our part starts where the airport’s ends: chauffeurs in arrivals with name boards, luggage loaded into the van, and cars ready at the kerb in convoy order. For regular arrivals, see our airport transfer service.

Two rules we insist on:

  • Luggage never travels in the principal’s car. It slows the departure and fills the boot you might need later. It goes in the van, with one staff member if the bags are sensitive.
  • The principal’s car doesn’t wait for the luggage. Bags often reach the belt long after the passengers are through. The principal leaves; the van follows.

What cars does a delegation need?

Build the plan by role, not by headcount.

A practical scale for common delegation sizes:

Delegation sizeTypical car plan
4 people1 principal car, 1 SUV for the others and luggage
8 people1 principal car, 1 S-Class, 1 V-Class, 1 luggage van
15 people1 principal car, 2 S-Class, 2 V-Class, 1 luggage van, 1 spare

Our largest VIP van seats eight. For a delegation’s staff group we either plan more vans or add a minibus or coach with a driver for the support team. Vans fit hotel entrances that coaches can’t, so the principals travel by car or van and the coach handles the bulk moves.

Names on boards, seating and discretion

Protocol details are where delegations notice the difference between a planned programme and an improvised one.

  • Spell names exactly as in the passport. Titles on the board only if your protocol team wants them.
  • Discreet boards for sensitive visits. A company name or an agreed code on the board, never a head-of-organisation title in an arrivals hall.
  • The principal sits rear right. That’s the kerbside rear seat in the UAE and the one the chauffeur opens first.
  • The same chauffeur for the principal all week. Continuity matters more than the car.
  • No photos, no social media. Our chauffeurs don’t photograph passengers or post about bookings.

We don’t provide security, bodyguards or police escorts. If the visit needs them, they’re arranged by the host’s security team or the relevant authorities, and we coordinate our convoy with their plan.

Hotel arrival: who goes first?

Send the staff car or the luggage van ahead. A staff member reaches the hotel 15–20 minutes before the principal, collects keys and confirms rooms, so the principal walks straight in. Our hotel transportation service works with hotel front offices on this kind of timing.

Handling schedule changes

Delegation schedules change several times a day. That’s normal. What matters is that changes travel along one path:

  1. The change owner on your side sends it to one WhatsApp group with our dispatcher.
  2. The dispatcher confirms in writing and tells the chauffeurs affected.
  3. Chauffeurs never take changes directly from passengers unless the change owner has approved it.

Keep the spare car flexible; it absorbs most changes without disturbing the principal’s car. Book cars by the full day, not by the trip, so a meeting that runs over doesn’t need a new booking. For multi-meeting days, our roadshow transport guide covers buffer times, and our VIP travel guide to Dubai covers dress codes and etiquette for visiting principals.

Frequently asked questions

What is a VIP chauffeur?

A VIP chauffeur drives senior executives, officials and high-profile guests, and works to their programme rather than a single trip. That means a suited, briefed chauffeur, a top-class car, discretion about who is in the car, and coordination with the guest’s staff on timing, seating and changes.

How many cars does a delegation need in Dubai?

Plan by role: one car for the principal, one first-class sedan per one or two senior members, a V-Class for staff, a van for luggage and one spare. A delegation of eight usually needs four vehicles; fifteen people need about seven.

Can the chauffeur meet the delegation inside DXB arrivals?

Yes. Our chauffeurs wait in the arrivals hall with name boards and walk the group to the cars. For principals using the Al Majlis VIP service at Terminal 3, we confirm the car pickup point once the Al Majlis booking is made. Waiting is free for 45–60 minutes after landing, and we track every flight.

Do you provide security or police escorts?

No. We provide cars and chauffeurs only. Security details and escorts are arranged by the host’s security team or the authorities, and we plan our convoy order and timings around their instructions.

What happens if the delegation’s flight is delayed?

We track the flight and move every pickup to the new landing time at no charge. If the delay pushes into another booking, the dispatcher reshuffles cars and tells your change owner in the WhatsApp group.
